Council Committees
The Council usually meets on the second Tuesday in each month. The meetings commence at 6.30pm and are held in the Conference Room at Normanton Town Hall.
The Finance Committee will have general oversight of all the Town Council’s financial matters and monitoring of the budget. It is responsible for ensuring that the Council’s spending objectives are met and that all financial procedures are being carried out in accordance with Financial Regulations. The Finance Committee will review the Risk Management and Audit arrangements of the Council and make recommendations to Council where appropriate.
The Highways and Environment Committee will have responsibility for detailed matters relating to Highways & Environment particularly with regard to consultations. The committee has no direct responsibility for highway or environment issues.
This committee will not take up individual complaints but will make representations to the appropriate body in respect of matters of wider concern within the town.
The Allotments Committee will have general oversight of the Town Council’s allotments and ensure that the terms of its Tenancy Agreement is up to date, as well as being adhered to. The Allotment Committee will deal with issues relating to the management of the allotments which may include allocations, complaints, requests from tenants or on-site committees, inspections, warnings and evictions.
The Special Projects Committee will be responsible for the organisation and management of the Town Council’s calendar of annual events and special national events.
The Staffing Committee provides support and guidance to the Clerk in his/her role and provides a management link between the staff, the Clerk and the Town Council. The Town Clerk is the direct line manager of the staff and has delegated authority to address standard management issues as set out in the Scheme of Delegation.
The Committee will, in consultation with the Clerk, consider the following areas:
Staffing levels, job descriptions, contracts of employment, Council policies that affect staff, recruitment, training and induction, holidays, flexible working, time in lieu, overtime policies, sickness policy, maternity/paternity policy, appraisal of staff, temporary employees, grievance and disciplinary procedure, dismissal policy and procedures, Industrial Tribunal policy and procedure and any other staffing issue which may arise.
The Staffing Committee will receive advice from the Town Councils employment advisors on any sensitive issues
The Property Management Committee considers issues relating to property under the Town Councils control including the Town Hall, Allotments (Land issues only), Woodhouse Community Centre, Alice Bacon Memorial, Welcome to Normanton Train Station board and Norwood Street land and garages.
The Consultation Working Group will consider matters of consultation or general interest that are relevant to the local area or to the role and responsibilities of the Town Council. The Consultation Working Group will generally be a forum for discussion and information and will provide a report to Council on any formal responses required.
The Local Business Working Group will provide an opportunity for local businesses to come together, network and raise general issues of concern with the Town Council and other invited guests such as the Police.
The Allotment Site Working Group will provide a supportive environment for site representatives to raise their concerns. The Working Group will liaise with Site Secretaries and other site representatives regarding the management of the allotments including allocations, waiting lists and updates on work carried out.
This Sub-Committee considers all issues relating to the transfer of Normanton Town Hall from Wakefield MDC.
The Public Toilets Working Group will give consideration to the need for additional public toilets in Normanton and aims to work in partnership with outside agencies and businesses to establish what can be done to deliver additional public toilets.
